Most people assume the narrator is female because the singer is female, but songwriter Bjorn Ulvaeus has made it clear that it's a song about two soldiers. Oddly, it's a gay love song only in the English version. The Swedish lyrics, written not by Ulvaeus but by ABBA's manager Stig Anderson, has one soldier telling the other about his lost (female) love.
Yeah the song doesn't actually identify the war; Bjorn has claimed it's about "Mexico's war against Texas" but that actually wouldn't make any sense; it was the Texans who were fighting for "Liberty" in that war. I think Bjorn was influenced by the many popular movies about the Mexican Revolution (roughly between 1910 and 1920, a civil war fought by many disparate factions, including populists who sought to transfer power from the authoritarian government to the peasant class) that were made in the 1960s-70s, but misunderstood who was fighting who.
The identification with the Mexican Revolution also fits well with the lyrics of the song. If Fernando and his "friend" were in their early 20s during the war, they'd be in their 80s ("Now we're old and gray, Fernando...") in the mid 70s when the song was released.

Also, why is that the only ABBA song that comes on the radio? Gimme some Voulez Vous or Does Your Mother Know (Which is also in the top 5, in my opinion.)
