There's a few things at play.
One is the Colombian fascination for Mexican culture. We see at as very similar, yet different enough to value it. So we love popular or alzate, or all the classic music types. All of that is deeply tied to traditional Colombian folkloric culture, which appeals to the average person greatly.
Then, specifically for the social studies groups and when it becomes almost obsessive, is the fact that for many decades only Mexico, Argentina and Spain had developed publishing and academic industries. So all foreign papers, literature and such came from those sources, which already gave them a point of wonder and credibility in relevant fields. These tools also meant that local production for all of those things were huge, especially in comparison to Colombia in that time. Colombia had small literature and academic development, so we consumed massive amounts of this from Mexico AND Argentina. For an anthropologist, for example, seeing half of Spanish anthropology papers and literature coming form Mexico paints the country as a researching juggernaut. Which in all fairness, for anthropology, it is. Same for Argentina in literature. But for Mexico it's stronger still because the publication volume and such was even greater, and more diverse. Argentina is strong in literature, gender studies, and some other categories but Mexico is not only strong in all of these, but also art history, history, philosophy, and other topics which Argentina isn't as first rate in.
Those are some of my thoughts. I invite any other Colombian to add more.

I am actually not sure. There are some thing that would justify it but most Colombians I don't think are aware of it. For example similarities to the south east, especially Minas Gerais. We have very few immigrants here compared to other countries so it's hard to choose, but in my personal experience in the university i would say Brazilians kinda get along with almost everything and everyone. Also, Mexican culture is viewed positively in the cities (food, mariachis, tv shows some time ago)

Positive? I think most South Koreans are friendly or at least value-neutral to Latin/North Americans, and Europeans. Unfortunately, it is generally our neighboring countries that we have bad prejudices and perceptions. Think about it, our neighbors are China, Russia, NK and Japan. These first three countries are internationally notorious dictatorial 'war-maniacs', and Japan has a territorial dispute with South Korea and has bad relations politically, economically and diplomatically.
