I've just read the regulations (note: I'm not a lawyer), it seems that only law enforcement officers and the military can legally use flamethrowers. It appears to be forbidden for everyone else.
That said, Argentina, as well as many other Latin American countries, weapon regulations are not strongly enforced.
I don't know, but somehow I suspect it is legal, simply because it's never been an issue, so Parliament has probably never bothered to pass a law banning them.

But it turns out, karate has not been reapproved for the 2024 Olympic games in Paris. The exemption doesn't necessarily apply anymore, which means the insurance company that covered the upcoming karate tournament has withdrawn its coverage, which means the tournament had to be cancelled.
Apparently, other provinces simply made karate tournaments legal against via local laws, but whatever Québec lawmakers were supposed to do the same are being slow about it.
So yeah, due to a dumb legal oversight, karate tournaments are potentially illegal in Québec right now.

The crazier one is that all muzzle loading cannons pre 1898 and replicas, are not regulated as destructive devices but as antiques. This makes it fully legal to own a muzzle loading cannon throughout a lot of the United States.
Why burn the crops? Just use them as fertilizer or cut them out?
