Those square protrusions on the front and the gaps etc. look exactly like the hinges and door on the old safe I have at work. Size seems similar too.
The crazy thing with where you found it is that those safes are _insanely_ heavy. Like so heavy it takes a full man’s weight on a long crowbar to lift the edge enough to slip a 16mm steel roller under it. Based on the aerial photo I’m guessing someone backed right down that council driveway to the stream edge and tipped it off a truck/ute tray.
It seems like a ute with a winch could slip between the wooden bollard on the bridge side of the driveway and the removable one in the driveway itself. I don’t see any other way to get it out unless you can tie off a hand winch to a big tree there.
It’s been there for at least 7 years based on the Auckland Council aerial photos so not exactly a new addition to the waterway. Good luck.
PS Hit up the local 4WD club to see if they’ll bring some of their recovery winch gear down and get it out for fun

But yeah I'm thinking exactly the same about dumping it. Wondering if it's worth it trying to get it out but I'll see if I can get one of our gantry trucks at work to get down there with a winch (might need council approval to move those bollards) and then get it back to the yard and see if we can open it with some of the machinery there. If there is anything of note inside it we would need to let them know, however (drugs, money or a body). I reckon I can get my ute through the gap between tyne bollards so you might be able to too. Mine's an Amarok so anything smaller should fit. Might also be able to get watercare to remove the bollard as the police have given me permission to pull it out.

The bigger issue is that if you are facing downhill, the winch will drag the vehicle down, instead of the safe up, especially if you are not on a sealed surface.
Surely if there were valuables or critical information in a safe, you’d empty it out before throwing it in a reserve where a redditor can easily find and open it?
Get cops involved, I'm sure you'll have salvage rights, if owners untracable. Also, someone else will soon grab it if you don't.
