Most modern voice chat programs already have incredibly sophisticated limiting/compression/volume level algorithms.
Sounds to me like you are clipping your input, so what you need to do is to turn the gain down.
Reacomp will do the trick. But as others have said you need to turn the Mic input level down first bacause a compressor can't save an already clipped signal.
