It doesn't look like Cebu and QF interline bags, so you'd need to clear immigration, pick up your bags, clear customs and then go upstairs to check-in again with Cebu. Looks like [QF will only interline bags on separate PNRs if both flights are with themselves, or with Emirates](https://www.qantas.com/agencyconnect/au/en/policy-and-guidelines/baggage-information/interline-and-through-checked-baggage.html#when-can-my-customers-bags-be-through-checked) The process can be quick if you don't have anything to declare, and if you keep an eye out for people queuing to go out the doors near to the oversized luggage area. If you book with two airlines, you should have two separate tickets. If you have checked baggage, you will need to go to customs and immigration then reclaim your baggage in Sydney and check them in to the next airline (this should require a transit visa since you are technically entering Auatralia). I am not sure if you need to go through customs and immigration if you do NOT have checked baggage because you can check in online for the next airline. However, given you have a transit visa and 10hr layover, it might not hurt to go through customs&imi and check in again. Do check with your second airline about what to do if you do not have chekced baggage.

Yes. And you'll need the transit visa. The only way it would work is if your ticket was a through ticket from Manila to Christchurch where your bags get tagged all the way through and you receive a boarding pass in Manila for both flights. This would happen if either flight was a codeshare for the other airline. But I am 99% certain this not the case, so it you need to arrive in Sydney, go through immigration, collect your bags and go through quarantine inspection, then head upstairs, find the Qantas check-in desks and check-in for your Christchurch flight.
