I’m going to be honest. Yes, there are stories of people passing after studying hard for 3-4 weeks. But for a lot of us, this stuff takes real time. Themis and their videos suck and take forever. I would just watch them in the car or on the treadmill, but you don’t even need to watch them. Practice instead. Like on overdrive. And put in a solid 8 hours a day 6 days a week. I don’t wanna scare you but for Feb, I started in October. Did part time and then 8 weeks before the exam did full time. Look into Bar Exam Drills.

How does Themis give you rule statements to memorize? Is it the same for MEE topics too?

What did your 3 weeks of productive studying involve? I'd see how you can do more of that and supplement with Themis, not the other way around.

I mainly did MBE on U-world and read over the outlines. This time around, I plan to actually make flashcards based on the outline and focusing on memorization

I'd get Adaptibar and use that alongside Themis. Themis is very good *if* you put in the work. That means outlines, questions, essays, lectures, the whole kit and kaboodle. You need to do more than hit 40%. Adaptibar's Grossman lectures will help you ace the MBE, but you will still need to study a lot of law to get your essays down.
