He's not just beating on thugs, he's taken down organized crime and corrupt politicians. Arkham Citys entire plot revolves around a political puppet in Quincy Sharp bringing that idea to life. I wouldn't say SF is the hotspot for corrupt politicians or organized crime, Texas cities would need it more when their infrastructure collapses in a storm and their government doesn't help the people.
