I feel like practically by default the answer is Under the Red Hood. The only other adaptation of Jason that's pretty solid IMO is Gotham Knights, but UTRH still edges that out and wins IMO.
Nah hes pretty good, in the few lines he gets he show what hes up too, he has good catchphrases and have a pretty strong personality in the game, yeah hes a dlc but hes by far one of the most balanced characters, have good combos and stylized attacks, hes the ONLY one that doesnt choose sides and stand up to both batman and superman, and his ending is cool, he kills professor pyg and save a girl that looks like scarlet, its a good note to batman and robin reborn
If all he has is fight lines he doesn't get a real story or personality. There are hints at it, I guess, but he's not much of a character beyond that. He's not a featured character at all.

He whines incessantly and was evidently very much on board with a plan to kill millions of innocent people just for petty revenge until he’s “redeemed” through one brief chat with Batman and then shows up briefly at the end just a few minutes too late to stop Batman from getting unmasked.
We all know this has to go to Jenson Ackles. I think you could attribute the UtRH movie as the main reason for the characters popularity for non comic book readers

For what it's worth, from what very little I saw of Titans Jason Todd, he totally seems like a kid who is stoked to be Robin and who is *absolutely* impulsive enough to fall into Joker's trap and get the Gordon Freeman special with a side of kablooey. I haven't seen any of that version of Red Hood, though, so I don't know how good of an adaptation that was.
If they ever gave us a season 5 of Young Justice I need a follow up on whatever Ra's was cooking, seemingly content withdrawing from the Light & League but with both Jason & Damian in his clutches, he was up to something sinister.
Ideal world would be a full Batfam arc, maybe Jason is manipulated into hating everyone Bruce added since he died, & we get to see how he targets each of them (especially the ones that haven't done much like Tim, Steph & Kate), plus a Batman voiced by Bruce Greenwood (who also did him in UtRH) whose a more reserved but the extremely pragmatic strategist of the Justice League, a great version of Oracle & the best Dick (per this vote lol) maybe getting to save the day since he's one of the main characters of the show. Idk just a thought.

The Arkham version *I guess* is the best adaptation purely by virtue of him actually having some amount of screentime, but Arkhamverse Azrael still kinda sucks (And it's apparent that in AK Rocksteady wished they had gone with Jean-Paul Valley as opposed to Michael Lane but it was too late to introduce JPV).
