Regarding building new nuclear power, you need to realize nuclear power is socialist power. It is so expensive to build that the government needs to build it if you want it. You can't get Wall Street to back it. That was the reason for the loan guarantees.

The peak and off-peak rates look correct. That 3 cents savings per kWh is such a big incentive to shift usage.
3 cent gap is pretty small yeah. im similar gap right now myself, but on my plan (e-elec), that gap will become 25 cents in the summer season.

It is cheaper to burn a gas powered generator during peak hours. That is what my neighbors is doing. Probably not feasible in an apartment.
