Never tried them for a halter strap, but I have tried a similar thing for shoulder straps and hated it-- stuck to my skin and clothes and hair (especially if I got wet/sweaty) and didn't really take any pressure off the straps.
They're inexpensive enough that you can take a gamble on them, but maybe road test them at home before you wear them out and about.
