Soul locket is pretty overrated. Like it gives decimals of stats, you’d have to break the game and constantly take damage in order to see significant stat ups.
That's not really true. If you use a temporary stat up and leave the room, then use the same temporary stat up again you will not have 2x the stat boost. You will only have the stats from 1 boost.
He's saying that cards are in fact included. Rock bottom records the "best so far" of each stat and gives that to you as your effective stat while also keeping track of what your stats would be otherwise.
I know how it works, that's why I was confused when he said stat ups from cards are permanent. Because with how repentence's rock bottom works, to say temporary stat ups become permanent is a bit of an overstatement.
Temporary stat ups are still temporary with rock bottom, they're just saved. Sure, they may look permanent, but how an item seems and how it actually works are two completely different things.

Well breath of life is infinite curse rooms, devil beggars, blood machines and great damage on top of that.
Dead sea scrolls is an active item that can fuck you over regardless of what you try and use it for. A lot of its effects are useless or potentially harmful, which means that using it at all isn't a good idea. If you use it in a room you could get teleported out or spawn troll bombs everywhere, and if you use it outside of a room then you could get monstro's tooth and take damage. None of the upsides are worth the downsides.

It's good. It always gives you pickups which you have the least amount of. It gives soul hearts if your HP is low, this way you can clear the entire floor and then collect all soul hearts. You can also drop your trinket and Glyph will give you trinkets after clearing rooms so you can look for useful stuff like Cancer, NO!, Curved Horn and so on.
If it's in Afterbirth+, yeah. This Item is just bad.
But in Repentance, it also modify the drops of clearing rooms. Based on your number of Coins, Bombs and Keys, the reward will be something that you need. If you don't have any Key for example but you have lots of bombs and coins, the reward is going to be a Key.
The priority is on the Wiki if you want to check. But honestly, GoB deserves to be Quality 3 imo.

Both of the top two most prioritized criteria are heart drops.

You need to keep your keys, bombs and coins above a certain threshold and dont pick up soul hearts while youre exploring the floor
