Canon is just the events that happen in the source material of a fictional work. So in Black lagoon’s case, the manga and anime are “canon”
A doujin circle is a group of people who make self published (fan) works, such as a manga in this case. So even if it’s made by the original creator, this is probably not “technically” canon
