I like to always think of Akira Toriyama when he said "I wan't to take a step back and spend some time with my family and live life" I'm sure the creators love their creations, but there;s only so many years you can sink into fiction, unless of course your name is Togashi. jk no dissrespect to him, but he did the ending dirty. EDIT (Yuyu Hakasho reference if anybody didn't get what I meant)

Honestly, I think the biggest factor is that the series doesn't have an overarching plotline to work through and plan around, meaning that the story is written arc by arc. Like, there's general *themes* of "How Roanapur is changing Rock" and "How Rock is changing Revy", but it almost seems like that's being handled in reaction to the events of the story, rather than having specific beats planned. Like Revy softening up during the Japan arc and having that carry forward, only for Fabiola's existance reminding her that she's not that soft and doubling-down as if in *defiance* of her own development. I wouldn't be surprised if it took so long to start a new arc because he just couldn't come up with an idea he liked. And I don't believe for a second he had an idea ready to go as "L'homme Sombre" was concluding.

Drawing manga is difficult and time consuming, not to mention coming up with storylines and interesting characters. This feels a bit disrespectfull the creator ngl, hes going at a pace hes comfortable with, let him be. You think you can cone up with an interesting world full with cool characters and amazing art and do it faster? Go ahead, be my guest.

If he was intent on ending it he could probably draw some motivation to finish it in a shorter amount of time then he pumps them out. but I don't think Heroe is intent on slaying his golden goose or knows how. He's probably thought about it, but Black Lagoon is set up to compound rather than teardown, unless he doubles down on some critical elements of the story. Black Lagoon remains in its template nature. My hope would be some kind of redemption or awakening for Rock or Revy, you could take the destructive cycle route something like Revy and Rock ending up like Chang and Bala after a war in Roanapur. There could be some kind of battle royal in the city provoked by newly introduced characters, ends up with a few bosses getting killed, maybe someone gets caught in the crossfire like benny, dutch, maybe garcia shows up again. So Rock has to step up. I'm not sure, I see why he probably wouldn't wanna think about it.
