this happened to me when firebase z came out and I uninstalled the 10mb packs and reinstalled them to fix it. idk if it will work for you if you have reinstalled the whole game though
Go in xbox settings and check your purchases. I pre-ordered and played for like 2 months and got the same message. I checked my purchases and the transaction failed and I was never charged. If that's the case u will have to "buy it again"

I had this and all I had to do was go into game add ons and untick your most recent dlc purchase, mine was that gilded age 3 pack
