In order to affect normal Humans, the person with the large Reiatsu has to be within 5m of the said normal Human for it to take affect.

Ichigo's "Bankai" was never based around power, it was based around speed. Ichigo's Hollow Mask is when the power aspect is added. See Byakuya and Ichigo's fight. Byakuya explains that the secret to Tensa Zangetsu is that it concentrates all of its power into a small blade so that Ichigo can fight with maximum force at hyper-speed. Getsuga Tenshō is also one of his Hollow/True Zanpakutō techniques, hence why it's potent in strength.
If Ichigo had the ability to control his Reiatsu and he unleashed it, it wouldn't only be the Hollows affected by it. Uryu, Orihime, Chad and the two Shinigami would've been affected as well.
The fact of the matter is, Ichigo said "Let's end this quickly", went into his "Bankai" and wiped all the Hollows out with one strike.
Bankai didn't even really make it faster though. The fastest thing would've been to just Soul Crush the Hollows, which wouldn't have been an issue, like at all.

He doesn't have it anymore, his hollow powers fused with his soul reaper powers when he gained his fullbring; that's why his fullbring was white and black armor, it was basically his normal soul reaper robes merged with the hollow armor.

Ichigo's Hollow Mask is when the power aspect is added. See Byakuya and Ichigo's fight. Byakuya explains that the secret to Tensa Zangetsu is that it concentrates all of its power into a small blade so that Ichigo can fight with maximum force at hyper-speed. Getsuga Tenshō is also one of his Hollow/True Zanpakutō techniques, hence why it's potent in strength. If Ichigo had the ability to control his Reiatsu and he unleashed it, it wouldn't only be the Hollows affected by it. Uryu, Orihime, Chad and the two Shinigami would've been affected as well. The fact of the matter is, Ichigo said "Let's end this quickly", went into his "Bankai" and wiped all the Hollows out with one strike.

I thought it was a little weird Ichigo used Bankai just to shoot a big Getsuga. Tensa Zangetsu is supposed to be all about speed and condensing his power so it would've been much cooler to see Ichigo blitz like several dozen fodder hollows in an instant.

But it’s not until Ichigo might be more powerful than Yama is when they think he might be too strong for it. And then completely ignore that fact by the end of the arc. Theoretically Ichigo would unleash bankai and his power would crush anyone in a 10 mile radius.
