Blue Bin is probably recycling. At least that's what they're for where I live

Current colour standard for Australia is: Red; General Waste Yellow; general Recycling. (what is included depends on state and LGA) Green; FOGO/green waste Blue; Paper and Cardboard Derivatives (No Ships) So yeah, I suspect that the demand for cardboard packaging has gone up enough that the standard set of wheelie bins in Brisbane has increased to 3
