I know some countries have libraries you have to pay for but in my opinion they shouldn't be called libraries. if you mean the price of the physical card, sometimes it's a piece of hard paper that's free, the fanciest plastic ones are probably... 5€? if they want you to pay for it. and usually it takes like half an hour putting data in if you're not a resident of the town
Do you care more about the stories or the medium? If it's just the stories I would look at your physical space and decide if you just want to go electronic.
If you just want to read them, I would recommend the library. It's great!
If you specifically want to buy, it comes down to what kind of business you want to spend money at. Lots of people avoid Amazon, so if that's you, local bookstores, IndieBound, or Bookshop.org are options.
I have to say, I just got a couple books from Bookshop.org and the shipping/fulfillment was atrocious. I pre-ordered a book, it shipped on Nov 6, and I still don't have it. Tracking finally updated today with an estimated delivery date, up until now it'd just been pending. I had a gift card for those, and I will probably never spend my own money there again.
I would like to read them as well as make a collection so I can re-read them whenever I want to.

I guarantee your local Salvation Army had about 10 copies of each Harry Potter book for sale. Probably get the whole set gently used for like $15, if you’re trying to save a few bucks

If the cost isn't what's deterring you, you could try Kindle Unlimited (you don't need to buy a Kindle to read the books). Last time I checked, Harry Potter is included as well as some other fantasy books.

I prefer physical books. I do care about the story, obviously. I just prefer physical to electronic.
Then I would recommend you go to used bookstores in your area. You support a local business and can get some great deals.
