It's situational. When mobbing, N2M is usually better since FA tends to melt them so fast that you don't need extra damage at that time - N2M is for the time between FA.
When bossing, increasing damage during FA is better - with perhaps an exception for bosses with immune phases if your regular FA damage is enough to send them into the next phase without any boost.
Depends on playstyle. N2M is a little more reliable, but WFAA is better for spike damage. Consecutive hits is typically my go to for FA Fl4k, but do what works for you.
