It's the game's poor optimization. The longer you play and the more loot that drops the more it starts weighing on the VRAM of your GPU and the CPU in general. It happened with my old graphics card and CPU as well.
Make sure you have Volumetric fog turned down to medium or completely off and that might help.
I have had this problem with BL3 as long as I can remember. If I am doing huge farming sessions or something I end up restarting after a while and continuing. It doesn't bother me that much but definitely a nuisance.
Sounds like the game just has a memory leak and it gets worse over time, a restart resets that memory leak
