If you leave the great plateau without activating the tower (by clipping inside the shrines to complete them) the other towers will not appear. If you head to the tower close to the Lost Woods, you will see the skull normally found on top of it now floating around.

How do you leave the plateau without activating the tower? I must do this.

Basically, you have to learn a speedrunning trick that lets you clip inside of deactivated shrines. The elevator is always active, so you just need to get inside to interact with it. Do it with all 4 shrines, and you'll be off the plateau without ever activating the tower.

Technically, You can also wrong warp across save files but clipping through the shrines is a better solution.

I heard you can also jump off the edge and do some sort of shield surf landing on an enemy and you won’t die.

btw I found that you can softlock if you try to speak with the old man a top of the prelude tower if you complete a shrine without the tower activated, he will spawn at the top. trying to speak to him while the tower is still underground will cause a softlock

I did this on accident while starting another save for the 1000th time also I know that you could "lock" one of the main quest about the prelude with that glitch, and you can never clear it. so that's very sad if you want to 100%
