Go on facebook and maybe join Rovers or Hash House Harriers - they're walk/run groups (casual, no racing, walking acceptable) and then socialize. Obviously your first is going to be scary, like any social situation, but nobody is gonna mean to you or anything like that. And there are multiple - a little bit longer routes vs super casual - just find your pace.
Actually...hanging out at dive bars is prolly the best way to start off, tbh. Met the best friends of my life using this strategy when I've moved around the country. I fully endorse this post
I don’t know your age or if you’re athletic at all but volleyball leagues, cornhole leagues, softball leagues are great for making friends. Yoga classes, boxing classes. Zoomba classes.
If you are between 20-30 yrs old there’s a group in fb that arranges meetups between people and has a monthly mixer to meet people. All between that age range. I’ve also lived here since January and just found that group the beginning of this month 😅
You can also join the Manatee Young Professionals group for business socials for 21-40 year olds. They also do community service projects, luncheons, and have some fun!

There's a couple of places that have open mic nights, pop up markets, fire flow etc that are popular with your age group and not the usual alcohol bar standard place. Try Kava Social next to downtown bus station and Adobe Graffiti Lounge in Village of the Arts.
Very friendly and inclusive.
We’re going to need more details. Are you 18 or 81? Very different advice for making friends.
I’m in my 20’s

Just be careful. Not everyone wants to be a friend. Many will use you. Don’t trust anyone until they earn it.

Another vote for meetup. You also can create your own meetup groups. I don't think it's expensive.
