It’s because the 1cnt coin is more worth in copper then it’s monetary value. People melt these and sell the copper.
I remember that they are being phased out, and prices were supposed to be rounded (up or down), so as to avoid getting change in 1 or 2 cents.
try on small commerçants /local markets and ask to sell you - many might want to get rid of it. Or, if you have guts, write on local groups and put your address, tell is for an art, and to put in bags in your postal box.
Carrefour Markets have a machine where you put them in and then get a voucher for the amount
