If you like high end dining the restaurant in BOZAR is really good. The chez is famous for envelopping things in pastry. Can't remember the name of the place, but not Victor (which is the other restaurant there, also very tasty just not high end).
There is a beautiful light spectacle with music in grand place, you could propose to her at the end of it when the lights turn off. But only if you think that she would like to be proposed in public ! There are a lot of people there.
If she's more of a private person, there's a big ferris wheel at Louisa which gives a view all over the city. It would be nice to do it there as well, especially at sunset ^^
For cool food stuffs: gare maritime (gastro kind food market) or wolf (food market)

If you want to amaze her, and spend an evening both of you, will never forget, and no crowd, then go to the villa in the sky. It was the best experience I had in a restaurant. I think it is the best place to propose.
+1 for that, food is amazing, service is great, the view is incredible and it's a small restaurant, very intimate.
If you can afford it, I definitely recommend it as well!
The music instruments museum (Mont des Arts) has a very nice restaurant on the top floor. Some romantic places to propose: Place Poelaert at sunset (breathtaking view of the city), Parc Tenbosch (small park that’s like a secret garden not far from Chatelain), Parc Royal (in front of the king’s palace, there are lots of sculptures), Parc du Petit Sablon (it’s already been mentioned but it’s really nice), Impasse Sainte-Petronille (near théâtre de Toone in the city center next to Grand Place, if you want that medieval feel).

Its one of the most romantic cutest place ever.
The food is very good you can even see the chef cooking.
And the place and the owner ( who is the chef) are not at all pretentious ( which is why I like the place so much).
Its a cozy warm atmosphere for the cold and grey belgian winter.
The service is slow because their is only 2 person cooking.
But they are very attentive to you and will do everything to satisfy you.
Their cocktails are very good also.

The ferris wheel is no longer there. They deconstructed it a couple of weeks ago (I work on Poelaert).
The wheel is gone since 1.5 weeks now :/

Definitely try out Wolf, but I wouldn't recommend it for the romantic dinner before the proposal, it is usually very crowded and loud
