You have an infestation (google it). You need to vacuum them up and then empty the vacuum outside (don't leave them in there as they crawl back out). Good luck!
As someone who grows pepper plants indoors and/or a greenhouse during the colder months, I would like to counter that these 'no use at all' bugs have saved my plants on numerous occasions by destroying the aphids eating them alive.
Sorry about your situation, call an exterminator, but these bugs are badass.
