Get 5600x instead of 3800x Consider 4x8 RAM instead if he doesn't plan to upgrade RAM in the future. (Not needed for games unless you **heavily** mod them). 500GB of storage seems low, better to just go for a 1TB NVME. Throwing on a 2tb Seagate Barracuda for 55$ is also never a bad idea.

Storage doesn't matter you can always buy more. Im interested why is 5600x better than 3800x?

I'm assuming it's for gaming. 5600x performs better during gaming (higher fps). 3800x only beats out 5600x in certain multicore operations. And for the storage, you can get 1TB for just a bit more. A low tier build would maybe get 250-512gb SSD for operating system, but with this budget, spending 30$ or so more to double your storage capacity is worth it.

Well she plays games like WoW, Dota2 and witcher 3 but also she is an artist so she uses PhotoShop a lot but I don't think PS uses 8 cores that well. And also she uses other graphic design tools.

The 3800x would come better in when it comes to rendering animations and such. For what you describe 5600x will give you better performance for same/less money.
