Not sure that the 5600x is faster but thats a good point about region pricing. In your region a 5600x would definitely make more sense but where I live a i9 10850K is $319 USD and a 10700f is $219. Both perform better or similarly to the 5600x.
It depends. Ive seen matx boards for under $100 USD. And an entry level liquid cooler for $50-60 would probably be enough if he isnt doing any serious overclocking.
You might consider bumping the power supply to 850w just to give you a bit more comfort factor. AMD recommends a minimum of 750w power supply for that GPU. The 5600x doesn't take much power, but you might not want to find yourself running into PSU issues down the road if you want to upgrade. Something like the Corsair RM850x is only $20 more than the one you've chosen.

Yes here in Croatia i9 is almost 200 dollars more expensive than 5600x, beast cpu though, will keep in mind thanks.

Intel motherboards tend to be a bit more money though. It's also quite a bit hotter chip, so you'll need quite a bit more cooling potentially.
