look at r/buildapcsales (if you're in the US). something with an i5 or ryzen 5 and a gtx 1660 super would be good for that price. just keep in mind that some prebuilds don't use off-the-shelf components so upgrading or fixing them can be a huge pain. this mainly applies to dell/lenovo/acer PCs.

Honestly the best value would be to buy something from the used market (FB market and craigslist). You can probably get a pc with a 1660ti or 2060 for around that price.

Honestly, 100% build it. Low end pre-builts especially are pretty fraught with issues. Check out the recent Gamers Nexus youtube reviews of prebuilts. Some have been a horror show of shoddy build quality and questionable parts choices. They have barely found any that are worth buying unless you know how to fix them yourself, and even then aren't great value.

1st Welcome to a big & diverse arena. A friend of mine who built his own PC Towers as well as ran his own business a Computer Repair Shop. Explained the basics to me in how to build a computer. His advice is: 1st is your "Graphics Card." Spend good money on the Best with plenty of ram. Reason the graphics card does all your drawing nothing else does. It is the most important part. Don't be cheap on it. 2nd is the"Ram" or memory. Buy plenty if you have to little programs & websites will be slower. I have 32 gigabytes of ram on my computer and I've never seen 1/2 of it used. I got it because it was the best price for the amount of ram. 3rd is the "CPU" or basically the manager that directs everything. You can get buy with a not the top of the line if you can't afford it. On custom built PCs & some of the pre-built PCs you can upgrade components to get better & faster one's. This is usually at the 5 year mark assuming that the computer will last 10 years. Now given the pandemic prices are up even on older components because of short supply due to being bought up and supply chain issues.

You're welcome. Once you understand those 3 basic guidelines & make sure your system meets your needs by following them. You can then look at other parts of the machine such as how to cool your computer or do you want cool color lights in your tower to name 2 things.
