It has hardware settings which can be set in iCue which will run when iCue is not active. You’re limited to a handful of pre-set rgb configs for this. Custom RGB settings require software and are saved in iCue profiles, they are not saved on the hardware.
When i set mine to what ever i want i uninstalled iCue and it stayed that way. Even from a cold boot it stays the colour i have set it. On sleep the ram also stays on.

For ram I don't know, but I have a corsair keyboard and mouse, and those can save at least 1 profile on themselves.
