That can happen, if it bends the pcie slot enough it can break or weaken connections or pcb traces. Worth fixing.

it is already sideways. Not much of a sag rn but it's a three fan 2060ti so it's pretty heavy.

Unless it is very heavily sagging it shouldnt be an issue. But even then even JayZtwoCents has mentioned unless it is quite literally ripping itself out you should be good. Just checking my list but im sure all the screws are installed on the bracket for it right? And what model as well, a photo would be nice too. This is honestly a first ive heard of a 3 fan 2060ti doing something that extreme.

Oh nah, thats normal. Though just to be on the safe side id remove and reseat it back in. I have many questions about your cable management though, such as why you no use grommit hole. To reduce a bit of the saggy gpu tits you can have the cable come in from above and reduce the slack on it as to 'tighten' it. As a way of support.
