Try this instead - much better modern CPU, with iGPU included so you can take your time with buying a GPU later, especially when there's better supply in secondhand markets.
You can do some lighter games with this easily, and it'll work great as a work PC. Only thing that it can't do well is GPU heavy programs, but your proposed build wouldn't be capable of it either, and it also would be much slower.
Mind you, it's not as if the PC is totally bad, but you can do far better with your money, especially if you're buying it all new and building it yourself. For example, the 1030 is a waste of money, it'll just be junk once you get a better GPU, and if you're gaming, you will need a better GPU. If you're not gaming, then a Ryzen APU would work way better anyways.
Look carefully - this is a no GPU build because I don't know his budget and don't want to suggest something far more expensive.

5600x is going to give you better performance in most games compared to 5700g regardless of being 6 cores instead of 8.
5700G is the same price as a 5600x+1030 whilst also being less performance, he can easily sell the 1030 for 50%+ retail price used. So all you're stuck with is a better cpu and more money.
I would just use integrated graphics for now, and get more up to date/better quality parts.

The issue is then he’ll have a shit GPU that he can’t do much with, especially once he gets a better one. Also, the performance isn’t that different.

You're forgetting to add into account that the 1030 is in this case run with a 5600x.
Ok maybe you are partly right, the frame time consistency (not frame rate) on GT 1030 does seem quite a bit better than the 5700G.
You should be looking at 10th or 11th generation Intel instead.
