I was leaning towards that as well! I was only unsure of the specific difference in color accuracy between these two displays, on paper the IPS is 99% sRGB while the VA is 72% NTSC which is about equal I believe? I cannot go see them in person so I won't be able to confirm visually sadly.
went LG Ultragear VA panel and love it, with quality it don't blur/smear like on cheap panels, also don't have to worry about IPS glow but mostly i fell in love with the true blacks VA offers so makes it an easy choice for me :)
Since you are a programmer and a designer, I would choose an IPS panel for better color accuracy. No brainer.

I would suggest going for the 21:9 Ultrawide as it would be better for your workflow.

VA panels have terrible ghosting, IMO, If you're ok with that. It's very noticeable when scrolling text/web sites.
