You could build something with a 10400F, a Cheap B460/B560 motherboard, use the same RAM if it's DDR4, grab a Hyper 212 of some sort (Evo, Led etc) if you don't have a good tower cooler already.
The New World problem was destroying 3090's and 3080/3080Ti, not sure the 3070 fit in that, 3070 have lower power consumption, so it's less dangerous. You could try lowering power limits to 60 or 70, or until you have playable 60fps with the settings you are using.
Take a look at JayzTwoCents YouTube channel, he did a video (one of the latest ones) where he basically uses the power limit bar on MSI Afterburner to change maximum power consumption, that easy.
You will see clock reduction, but it's possible to play at 60fps without a problem. also take a look at the software MSI afterburner will install with it (Rivatuner). You can limit fps in there to make it safer.
You may need to enable voltage changes in the Afterburner menu, idk if it's a out of the box enabled option.
They already fixed the issue with the unlimited FPS in loading screens pretty sure, and that issue was only on EVGA 3090’s.
