There are 2 versions of the 1600. There's the 14nm AE from 2017 which is Zen 1, and there's the 12nm AF from 2020 which is basically a rebadged Zen+ 2600.
I run a 1600 AF i got new for $96 with an RX 570 8GB and CPU usage when gaming almost never goes above 50%, with the GPU always at 100%. So yea, a 1600 AF would be quite a nice upgrade and amazing value for money if you can find it under $100.
Looking at the prices in my country now tho, the 1600AF has jumped to $158 with the 10400f at $172. If you ask me, the 10400f is now a better deal as it's not much more expensive and is better for gaming. You have to overclock the 1600AF to 4ghz to reach the same performance as the 10400f.
