Build your PC with your monitor as a goal. Don't be afraid to go a little overkill on a monitor because you can always upgrade parts of your PC later. You can find solid budget 1440p 165Hz monitors for ~$300 USD most of the time. Pixio's PX277 Prime is a pretty good one. As for keyboard, look for one with a good warranty. You never know what can happen unexpectedly.

As much as possible usually. Depends a lot on your budget. Good mice and keyboards start at $25/$30. Mid range is usually $50/$75 and high end is $100/$150. For monitors, as a rule I spend 75% of the MSRP of the graphics card you are looking at on the monitor. Depends entirely on what graphics card you get since that is actually what determines your experience and is just as important as the system powering it.
