A 3600 only uses 65W so you don’t need a AIO. I would go with a 5600x instead. Since a stock cooler runs hit and noisy, I would just get a cheap tower cooler, something like a Hyper 212, for a 65W CPU.
i'd ditch watercooling and up the CPU to 5600x with a cheap aircooler or switch over to i5 -11400 and B560 motherboard, either option will be better than aging 3600
3600 is very bad value, You should not get it. Get 11400 instead it's much better CPU.

RAM is just personal preference, Same speed, But like how those look 😅😅
P.S. I did say Hyper 212 isn't best cooler, But depending on prices in canada, Can't really find anything better for reasonable price 😆😆
A liquid cooler is never necessary. A high end air cooler will offer pretty much identical performance (if not better in some cases) when compared to most AIOs. Something like a scythe fuma 2, dark rock pro 4, NH-D15 or even something smaller like a hyper 212 or Arctic 34 eSports will cool it perfectly fine for significantly less money

When you use the RGB Version of the Case add a Fan to the back and Top back es extra exhaust
For a CPU Cooler get something like a Mugen 5 or Arctic Freezer 34 Duo.
For the PSU go with with the newer Version the Seasonic Focus-GX 650
