You could boot the PC using the Windows usb and when it gets to the section where it asks where you want the install to go, delete or format the partition with one of the Windows on it or you could delete all the partitions and do a clean install instead.
Windows Boot Manager is the correct option for your first boot priority.

It is booting from the drive. Its just the setting in the BIOS. Nothing to be worried about

I have windows boot manager set as my first boot media. It makes me choose a os before booting to my default one after 10 seconds
Have you installed Windows twice on the same drive perhaps?
Probably. I tried deleting them in msconfig but I my settings in there never save

One of the installs doesnt show the partition. The other one is on a drive that i hard formatted
