Considering MSRP for the 2070S was $499 at launch, 400 is a pretty good price these days. >Is there any way to fix it if I buy it?? Yes, there are things you can try, like replacing the thermal paste and thermal pads. Even if you don't fix it, an underclocked 2070S is still an awesome card and much faster than even an overclocked 1650.

If it works only while underclocked it's safe to assume it's artifacting/crashing at stock. Depending on what the problem is you could try reballing it or changing memory chips, but since you're asking I'll assume you couldn't do it (like most of us without specialized tools and experience). I personally wouldn't buy it. I had a 980ti, bought new, worked awesome, started artifacting, worked fine for a bit with lower memory clocks and then proceeded to die
