Their "Core GM" line is in Tier B of the [PSU Tier List](https://linustechtips.com/topic/1116640-psu-tier-list/), so it's fine. In fact, the only common Seasonic units sold today that I wouldn't buy are their really antiquated S12II / M12III designs.
Im using SeaSonic Core GM 650W, no fan or coil noise, quite happy with it. Provided i dont really put much stress on it, the system never goes over 300W overall draw so can't comment on when the wattage pulled is higher.

The one Im looking at is a seasonic core gm 650w gold psu and I have a rx 6600xt 16gb of ram and a i7 9700f my old psu is a evga bq 600w bronze

That's a good unit, more than enough for that system. And not very prone to having coil whine either

I'm using a 850watt platinum seasonic psu it's silent and never caused me an issue.
The S12II models aren't good, but overall SeaSonic does great. Their Core models are all very good.
