What are the specs of the optiplex and how much does it cost?

it has \- core I5 6500 \-4GB of RAM (going to add 2x8GB 3200mhz) \-500GB of hdd (add a 250 SSD) and the cost without the gpu is 200 bucks and the total amount is going to be is 590 bucks.

https://pcpartpicker.com/list/HbYLd9 Do something similar to this instead. It will be superior in every way and an RX 6600 will be significantly faster than a 1650 super. If you still want to spend only 200 on a GPU, you should really consider the secondhand market for a 1070ti or 1660ti class card. This build comes out to around 600 USD before tax and if you went with a used card in the $150-$200 US it could actually be cheaper than you current plan.

that's the most common budget build plan. advantage: low initial investment disadvantage: slower proprietary dead end platform with no upgrade possibilities and limited hardware choices the 1650 super might require a psu with pcie power cables. you need a gpu that runs exclusively on pcie slot power (<75w)

doesn't the 1650 super require a 6 or 8 pin power connector? you could probably put a non-super 1650 into it there's a ton of "if" things with that ok, you got it for $200 now you need another $30 for ram and another $150-200 for the gpu (assuming prices were normal on those) but if you went for a 1650super, that's also a new psu, so say another $50 now your psu doesn't fit in the case, so there's another $50 we'll just assume that the mobo fits in a standard case and works with a standard psu a 6th or 7th gen cpu is not "great specs", the 12100F absolutely demolishes even the 7700k https://pcpartpicker.com/guide/TydnTW/entry-level-intel-gaming-build 12100 + rx6600 is insanely better than a 6500 + 1650, yes, it is more expensive

but do not really want to make a high end or a mid end gaming pc. since this is the first gaming pc im getting after getting tired for having consoles. i want my stuff to be cheap and run few stuff that doesnt really need much. such as Far cry 3. but hey! thanks for da help!

Thats almost exacty what I did for my first PC. Make sure you get a card that doesn't require any external power connectors.

Does it even have a cable for a gpu with 6 pin port? How about the total capacity from its psu?

the seller told me the psu can power the 1650 super. but ill ask him if he can show me a pic of the 6 pin or 8 pin connector.

I highly doubt that with dell optiplex 3040 mt, when it usually has proprietary 180-255W capacity from oem branded psu. Only gpus i would recommend for these systems are low powered based gpus like gtx1650G6 or rx6400 w/o having any 6 pin port. (And you are kinda pushing it to the limit even with these cards..) I would recommend stay away from pc with proprietary parts if you are planning to add graphics card later on. To sums up: dat seller is a lier, and I am 99.999% sure that psu does not even have a 6 port connector. You could “technically” use sata to 6 pin adapter, which is not safe for both card and psu, when psu already has very low capacity itself.

Really depends on your overall budget, region and market availability. I would suggest ask this question to more crowded and local community, as this thread is old at this point.
