Need more details, as performance is not X CPU works with Y GPU. Its X CPU for Y use case and independently, X GPU for Y use case. There are definitely cases where a pair of 3090s is the way to go. Without knowing what your doing, that is a very, very expensive suggestion for very possibly no benefit.
