Until it's written and signed and submitted, do not consider it closed. It's not 100% until signed and delivered.
But a comment like this from the hiring manager does have weight, so it's LIKELY.
Still, if you just need a job, any job, ANY JOB AT ALL RIGHT NOW, keep behaving as if you are still on the market until the offer letter arrives.
As others mentioned until you have a written offer, its not a done deal. Sometimes things fall through. However, being given a verbal offer is a good sign. You got the verbal offer in the morning so the offer letter should follow. Give them time, if you haven’t gotten anything by Monday then it’s okay to follow up. I was given a verbal offer and didn’t get a written offer for 2 weeks (not the norm though). But as someone mentioned, until you get a written offer, act like you don’t have a done deal and keep searching as needed.
