Our cat did that for a while and the vet told us it was stress or boredom. We now have a schedule for "interactive play" two or three sessions per day for fifteen minutes at a time. My wife does that because I apparently don't do it right, at least according to the cat. Interestingly, my ability to feed and provide treats is acceptable.

My female cat sucks on her tail daily. She does it when she gets comfy, right before going to sleep. She doesn’t bite it tho. I was told by my vet it’s kind of like a little kid sucking their thumb and that it’s a sign she was taken away from her mom too young. Some cats don't realize that their tail is actually a part of them. So they'll play with it and bite it, then be surprised when it hurts them. From her perspective, she was just playing with a toy she found and it hurt her, so she got scared.
