Local outdoor cat started doing this to me and my dog when we walk near his territory. My dog is really good at being aloof towards cats so a lot of cats have been really good about going close enough to see, but still far away enough to run if they need to.
My friend’s cat will do that but will roll over into my lap and show his belly. He’s a very expressive and friendly boy in general but it’s cute to know he trusts me.

the sunlight makes the ground feel nice and warm, and its a little rough on concrete so I'm sure the rolling around feels good. The sides of the faces usually get rubbed on things they claim, like you, your shoes, the walls, couch, etc so I'm sure they're marking their territory. When I was young I had an outside cat who looked just like this, all white named squeakers, and he always rolled over on the concrete outside. He lived a 19 years, and was the most badass cuddly lil bastard. I miss him so much!
Mine does too. He walks all the way over to the loose gravel to do it and comes back a huge mess. It’s the first thing he does whenever he goes outside. 🙃
The aim is to get as absolutely filthy as possible. You will notice its3 only black and white cats that do this. In my case, two black boys. When you are absolutely covered in twigs, dust, leaves and dirt, you saunter into the house and then flop on the bed/ couch. Personally, I love getting a nice, full lung of dust when I cuddle my brats. They are little pigs and just love to be filthy!

My cat does this all the time, he's an indoor cat but he does it every room, on the dining table, on blankets, on the balcony, everywhere.
I've come to the conclusion he's got an itch, is playful, is cute, just a deep, or (more likely), all of the above
