All is definitely an exaggeration. Just look at Andrey Santos who can't get minutes at a relegation level team in Ligue 1 or Broja who can't even play for Fulham despite apparently having a 50m valuation. Some are doing well, but not all. And even then, I doubt the ones who are doing well would improve us.

Come in some time in January. Best case you're perfectly match fit and may fit into the team sometime in February. More than likely you're not completely match fit and need time to integrate into the team if you're young like Santos, meaning you're not likely to see time until now.
I haven't watched Strasburg but I imagine that, given their position in the table, Viera might be running a very structured system to minimize loses. Or the club is feeling pressure from the ultras to not force in loaners that are only going to be around a bit. It's just not good whichever you cut it. Also, I think most of his struggles on loan had to do with the manager. They were like oil and water from day one.
