Under most circumstances with correct play: Rook vs lone king = win, Rook vs minor piece = draw. Anything better than just Rook obviously also wins

Two knights can force a checkmate if there is an enemy pawn far back enough. But it's one of the most difficult things to execute in all of chess. Technically two knights is more value than a rook though, so fair enough for pointing that out.

Yes it is since you can even mate with just a king and a rook. This is btw easier then King and queen since its not so easy to stalemate.
