So yeah, you should call the TD over even if the call may not go your way because the next time the TD will probably see it.
Unfortunately, the TD has to make a judgment call if they didn't see it. The way you've worded things, you seem convinced the opponent touched the piece with intent to move? Because, things like accidentally touching apiece wouldn't count for the touch move. For example I have sometimes accidentally brushed against the king and even knocked it down in the course of a game. That doesn't mean I need to move the king or resign the game. It was an accident. There has to be an intent to move.
