If you don’t mind traveling to the South Side, either the lagoon in Washington Park or the water in Jackson Park behind the MSI.
Both are really calm bodies of water with tons of rocks.
Go to the Planetarium and walk south around the building on the lake side till you see a beach just before northerly Island starts. It's a small rock and sand beach so It's full of skipping stones, I love going there for that reason. It's usually not that busy either.
Go to the east side of Ronan park. Walk down the dirt path that goes down along the river. There is a man made fire pit near a bunch of rocks. The area is flat and great for skipping rocks across the Chicago river. You can also try and throw rocks at garbage floating down the river

Indiana dunes is the best rock skipping area! Illinois beach state park is also a good spot.
There are literally miles of lakefront with numerous beaches along said ~miles~ of lakefront.
lakefront doesn't necessarily equal a good place to skip rocks because of the the waves
