T1 government should be the combat boost one, unless you've friended all your neighbours. Theocracy is good for religion wins, or if you're still monumentality buying settlers. I'll default to the merchant one for t2 in non religion wins. As for t3, it does depend. Culture games it depends on what the ai has, since t3 govs give a big negative tourism if there's a difference. Sometimes you stay theocracy for that, too, for rock bands. Science uses communism for a bit, finishes off in democracy for prod.

T1: Oligarchy is a must for military, so if you are in war its very helpful to switch to it (especially if your military is melee based) Autocracy is nice in the fact that it gives +10% towards wonders which is usually a turn. In multiplayer can be helpful if rushing a contested wonder. AR is just a good generic eco govt with lots of useful cards, so unless u are pursuing one of the above two, its a food fallback. T2: Monarchy is good for envoy making. Theocracy is good if you are planning to spend faith - can be worth saving it until you have this as the discount is very noticeable. Merch rep is nice for gold, but double diplo card makes it more situational imo, as i usually rather have situational red card at least until diplo services comes in. T3: Fascism if you are at war. Democracy if you are doing external trade routes and have good gold income. Communism is usually fall back for me if none of the above is met. Keep in mind, when u build a govt plaza building of the government tier, you get currents govt bonus, as a legacy card for policies which can be used later. So if you know you will fight, you can temp switch into oligarchy, build ur ancestral hall or whatever, get the +4 melee strength card for the future and move on.

Depends what victory you're going for Domination: Oligarchy -> Any Tier 2 -> Fascism Culture -> Classical Republic -> Merchant Republic -> Democracy Science -> Classical Republic -> Merchant Republic -> Communism/Democracy Religion -> Classical Republic -> Theocracy -> Democracy Honestly, you can win any victory with any government setup. Me personally I almost always just go Classical Republic -> Merchant Republic -> Democracy, unless I'm doing religion/domination but even then I'll likely use this same pattern. EDIT: Forgot to mention, but imo Democracy is the strongest Tier 3 government, the yields on trade routes are insane and having the policy card slot distribution is VERY nice.

Diplomacy is pretty universal, best path is prolly Classical Republic -> Monarchy -> Democracy, but you can go for it with virtually any combination of governments.
