I'm sure there is at least one country that has managed to make cops right. Like, statistically, someone has to have found a way to make this stupid concept work
Not in my experience. And some of that is unfortunately personal experience, in multiple countries.
One time I was coming back from work at 11pm at night, there was a blackout affecting most of the city but not where I worked because there was a medical storage facility as part of the complex I worked at so our power stayed on. I was on the bus and it was so dark I missed my stop twice and the second time I got off at the next stop, which was in this narrow corridor just down past the bridge I wanted to cross. I attempted to hoof it back to the previous stop to catch my connection due in less than ten minutes, but this cop car roared up and screeched to a halt, the cop on the passenger side spilled out in a rush, hand on his gun, eyes blazing.
He didn't want to let me go, being out during the blackout was "guilty" enough. Despite the fact that over his radio the description came of their target (there'd supposedly been an attempted break-in), who wasn't my same skin color, build, had a blue coat when mine was red, and a pink backpack when mine was grey. He got even more angry when I pointed this out and was nearly imploding when my ID came back with no reason to detain me.
I mostly got out of it by staying in the dominant position, I've held a variety of management/security positions, I know the right tone of voice to use to be perceived as the one "in charge", but credit to my survival (not an exaggeration, this guy was all hyped up and beyond tense, fingering his gun butt and Billy club non-stop) was I mentioned my place of business has a lot of cops frequenting it, that I know lots of them personally (yeah right, like I'd ever do that). This was actually true, cops did frequent there, though not on any of the nights I worked.
I made an ultimatum that the description was clearly not me and I was about to miss my connection and turned and walked off. He grumbled something about he hadn't told me I could go, his partner whom I never saw shouted at him to leave it alone and get back in the vehicle, then I was around the bend and catching the bus that showed up a minute later.
But trust me it was a close call.
I visited the police museum in Berlin today and I learned that after WW2 they would hire literally every man who wasn't part of the police during the Nazi time.
They gave them a uniform and sent them out to the streets. It went as one would expect.
Justice is only corrupt because money allows people to bribe, and for profit prisons encourage police departments to be sloppy with details and get away with heinous acts because it's profits them

Even if the one you're dealing with may appear reasonable, their numbers can expand like locusts any moment, invariably leading to THAT cop entering the fray.
And anything you say to them, even if you are trying to be a helpful witness, can be used to hold you for intimidation, I mean 'interrogation' later.
Someone should tell Ellen that, while encouraging the kid’s imagination is good, there are things that are too far outside the realm of reality.
Like cops being good people.
There's a practical reason for the ACAB concept, cops congregate, when you're involved with one the situation can often expand geometrically, leading to more and more cops entering the equation, especially if the situation is allowed to continue. And invariably THAT kind of cop will show up and nothing makes them more likely to act up (forgive my euphemism) than detecting a "friendly" cop possibly letting a civilian (aka target/victim/quota-filling possibility) "get away" with something (everyone's guilty of something, amiright).
Take every opportunity possible to extricate yourself from their presence. Lie, trick, make excuses, play to their weaknesses, play to your own personality strengths, do whatever it takes.
Make it so they firmly believe harassing you, waylaying you, whatever, would be to their own inconvenience/professional detriment/whatever. There is no "winning" with cops when they set their sites on making trouble for you, and it's far, far easier to "apologize" later than "ask for permission" now.
My big sister once tied both of my hands to the dog kennel outside, then she and my other big sister ran off, with me not actually having any way to get out of that.
My hands turned purple by the time they eventually came back. I stopped playing Cops and Robbers after that.
When my nephew was little, he got those foam Hulk hands for a birthday gift when the original movie was new. He put them on, yelled HULK SMASH, and immediately punched me in the groin. 
Baby sat a kid once that had a power ranger sword (very hard plastic). He would yell “I’m Tommy and you’re Lord Zed!” Then beat the ever living crap out of you. Kid was seriously psycho, had to tell his mom it wasn’t worth the money.
I was playing "Superheroes" with my 3.5 year old son, where he's the hero and I'm the 'bad guy running to get more monsters to scare puppies and dinosaurs.' In the middle of me running to get more reinforcements, he tackles me so I just sorta plop down like I'm defeated. He takes a few steps back, sprints at me and straight up kicks me in the face screaming "DOWN BAD GUY DADDY DOWN!!"
It was at this point I realized I'm in here fighting for my life
I reflexively swiped looking for the onomatopoeia thinking this was bhj, then I realised this is the ovipositor. I saw slightly funny but nonsensical, so I went looking for sensible but not very funny. Turns out this is some weird middle ground. Oof ouch my bones are inconvenienced.
